I'll just take some guesses at it. -other civilizations were moved into North America, and they used the rest of the space to build their arenas in. -It could also be that Panem sealed itself off from the world, and everybody else just went about normally. Panem ... North Korea does, in fact, have the same sort of punishment Panem does. They rule people unfairly, as does Panem. So keep in mind, next time you think of The Hunger Games as some far-off universe that seems unrealistic, remember that it isn’t as far-off as it seems. There are people who are actually have to live the Hunger Games, and people need to realize that. Like the fictional place “Panem” in the movie “the Hunger Games”, the biggest gap is between the core regions and the periphery: in North Korea power and wealth are heavily concentrated in the capital, Pyongyang and its environs, and the rest suffer from permanent economic stagnation and shortages. Of course, nations like the United Kingdom and Union of Sovereight States are like Panem’s North Korea to the United States of America, controlling their own client states to combat Panem’s manipulation of contempt nations. Although, due to the need of extra resources, most of what Panem commits goes unchecked. I always wondered what happened to everyone outside of panem. Is panem isolated by a dictatorship like North Korea. The fact district 13 didn’t try and reach out leads me to believe that, either the capitol manipulated everyone into believing that there is no one outside of panem or that panem is the last surviving state. North Korea operates very similarly to the fictional country of Panem. It is a country of nearly 25 million people, but has the fifth largest active military on earth and the largest, when reserves are included. The military is used as a show of force to the citizens of North Korea itself, as well as the rest of the world. Soldiers hold a more important function and are treated better than most other citizens in the country.
